EU–Ukraine transport deal extended to 2027
The EU and Ukraine decided to extend the validity of their current road transport agreement until 31 March 2027.
Originally signed on 29 June 2022, the agreement facilitated partial liberalisation of road freight transport through giving transit and bilateral transport rights to Ukrainian and EU hauliers with no need to obtain additional permits.
Eurostat data show that EU–Ukraine road trade has grown strongly since the agreement entered into force. In 2024, EU road imports from Ukraine grew by 13% compared to 2021, and road exports rose by 11%.
While most Member States backed the decision to extend the agreement, Poland opposed this decision, arguing that it leads to severe disruptions in the transport market. As highlighted by Stanisław Bukowiec, the Secretary of State in the Ministry of Infrastructure, supporting Ukraine should not come at the expense of EU hauliers. He claims that the way the agreement is currently functioning has exacerbated the unequal conditions for international road freight transport and impacted Polish hauliers, who are facing growing competition from Ukrainian companies.
