New Charges for European Freight Transport from July 2025
In July 2025, major changes to truck toll systems will take effect in several European countries. The new regulations include, among other things, higher fines, an expanded toll road network, updated tariffs, and the introduction of CO₂ emission classes.
From 1 July 2025, updated toll rates will apply in Belgium and will affect all trucks over 3.5 tonnes using the Viapass system in Flanders and Brussels region. The toll rates depend on the permissible gross vehicle weight (three bands: 3.5–12 t, 12–32 t, and over 32 t) and the vehicle’s emission class – from Euro 0 to Euro 6. Zero-emission vehicles (ZEVs) will continue to benefit from a 0 rate, provided they are equipped with an active OBU device.
Denmark has doubled the fine for non-payment of road tolls from DKK 4,500 to DKK 9,000 (approximately EUR 1,200) per day per vehicle.
In Lithuania, the toll road network will expand by 1,151 km, and the total length of tolled routes will reach 2,851 km.
Slovakia’s toll system will be aligned with the EU Directive from 1 July 2025 with CO₂-based electronic vignettes introduced. Trucks will be assigned to one of five CO₂ emission classes – from CO₂ Class 1 (highest rate) to CO₂ Class 5 (zero-emission vehicles). Older vehicles (registered before July 2019) will automatically be placed in CO₂ Class 1, unless they are electric or hydrogen-powered
